James W. Peel attended California State University Fresno, from 1977 to 1981, receiving a Bachelor of Arts in Business Administration. Mr. Peel then worked as a public school teacher for the Madera County School district while attending San Joaquin College of Law in Fresno. While still in law school, Mr. Peel worked as a law clerk at the Fresno office of Ericksen, Arbuthnot, Brown, Kilduff & Day. Upon passing the Bar, he was hired as an associate attorney and was elevated to Partner in 1988. In 1994, Mr. Peel founded Brown & Peel, which was reformed into Peel | Garcia in 2012.

Manuel Garcia is a graduate of California State University, Fresno, where he received a
Bachelor Arts Degree in Political Science. Mr. Garcia obtained his J.D. from San Joaquin College of Law, and he was admitted to the California State Bar in 1996. Mr. Garcia joined a statewide insurance defense firm in 1996 as an associate attorney. In 1997, he joined Brown & Peel and was elevated to partner in 2005. His practice focuses on trucking, slip & falls, car accidents, workers compensation subrogation, and habitability claims.

M. Troy Hazelton is a graduate of the University of California Davis, where he received his B.A. Degree in Psychology. He obtained his Juris Doctorate from the University of California, Los Angeles (U.C.L.A.) school of law in 1999. He has been admitted to the state bar of California since 1999, and is a member of the Fresno County Bar Association and the Association of Trial Lawyers of America. His practice includes construction defect, personal injury actions, habitability, lemon law product liability, and implied warranty claims.
